BEIJING (Reuters) - Chinese President Hu Jintao offered on Monday to enter into negotiations with Taiwan to reach a peace agreement in an overture to the self-ruled island which China claims as its own.

Addressing the opening of the Communist Party's 17th Congress, Hu warned the democratic island against formally declaring independence, but did not take the opportunity to threaten force as predecessors have in the past.

"We would like to make a solemn appeal: on the basis of the one-China principle let us discuss a formal end to the state of hostility between the two sides (and) reach a peace agreement," Hu said, reading from a prepared statement.

I doubt talks will help much. China has taken a hardline policy towards Taiwans agenda.

Sounds like a misdirection to me.

Well, for one thing I doubt China could be trusted. They have a clear policy and I highly doubt that will change a lot.

A "SOLEMN appeal" by China's President, Hu Jintao, to end "the state of hostility" between Taiwan and China has met with a firm rejection from his Taiwanese counterpart.

President Chen Shui-bian dismissed Mr Hu's proposal, made during his opening speech at China's five-yearly Communist Party congress on Monday, as a "surrender agreement".

But Mr Hu's offer won't be withdrawn.

It will stay on the table in the hope it may be picked up by a new government in Taipei after parliamentary elections there on January 12 and a presidential election on March 22.

The Chinese leader said: "We are ready to conduct exchanges, dialogue, consultations and negotiations with any political party in Taiwan on any issue as long as it recognises that both sides of the straits belong to one and the same China."

He proposed constructing "a framework for peaceful development".
